I want to introduce the small council (https://awoiaf.westeros.org/index.php/Small_council) to the GoT Boardgame to give lower positions on the iron throne track also some more credit and to implement very important offices in the saga like The Hand of the King in the game.

We play a fan made version with 11 players (+Bolton, Tully, Aegon Targaryen) and Targaryen is not fixed on the last position on the influence tracks like in MoD.

The respective positions on the Iron Throne Influence Track take over the corresponding offices:

1.  King: Can break non-battle-ties like in base game

2.  Hand oft he King:
a.  An additional ability is unlocked for a special house card per house. Example:
i.  Eddard Stark: After the fight, you can recruit a foot soldier into an uncontrolled area that is adjacent to an area you control.
b.  Once per round: Swap a position between position 3-9 on the Iron thorn track. (Only possible in Westerosphase before the Westeros cards are read out)

3.  Lord Commander of the Kingsguard: Once per round: In this combat, you get a fortification or a sword symbol. Cannot be used in a battle against the king.

4.  Master of whisperers: Once per round: In combat, you only have to choose your house card after your opponent has played his house card.

5.  Master of Laws (MoL):
When a non-MoL player loses a battle against the player who is the King you can decide which one of the following punishments will be spoken against the losing player.
•  Send the house card used in this battle to the wall. But this house card on top of the wildlings deck. When the wildlings attack the printed power of the house card is added to the bidding of the player who owned this house card once. After the wildings attack the house card is permanently removed from the game. There can only be one house card on top of the wildlings deck at any time.
•  Reduce the position of the house on one of the influence tracks by one.
•  Reduce the position of the house on the supply track by one
The punished player can bribe the master of laws by giving him one of his available power tokens so he won’t suffer the chosen punishment.

6.  Master of ships: Once per round: In this turn, treat an order on one of your ships as if it were the special order of its kind.

7.  Master of coin: Once per round: When a player uses a consolidate power order to receive power tokens, you may choose to allow the player to receive an additional power token. If that player wasn't you, in addition, you receive a power token.

8.  Grand Maester: Once per round: View the top card from a Westeros card deck.

Would be happy to read what you think about it. How would you rank offices 3-8 in strength?

Many players don't bid for IT track, because they think it's not worth it. With this there really is no reason to bid, since every option is better than the King Well, maybe not the third one, but still.
Especially 2a (don't know what you have planned for other houses, but Eddard at least), 5 and 4 (free Aeron, I would take that everytime against Throne)

11 Players!?!? That's a lot... I managed to play once a 9P in real life and it was cool, but really complicated.

I think it's too much 8 new "Special functions", all taking place everytime.. Why not reduce them to less players? 8/11 seems too much, almost everyone gets a superpower...

Or maybe reduce them to only act in X turn? Like Turn 2 Lord Commander and Master of Ships, Turn 3 Hand of the King, Turn 4 whispers... etc.

That could work. There's surely going to be more bidding for it track.

Or maybe weakening the abilities a bit? E.g. Master of Whisperers has to pay one power token if he wants to use his ability? Which one do you tink are too strong and which are okay?

Have some of you found a balanced way to fill missing player slots except for neutral forced or vassal system?

Regarding the King: I think the King is still very powerful because he has a lot of different benefits:
* Can execute the first order in a turn (very important in the end game)
* Can break non-battle-ties (very powerful while bidding on influence tracks & wildlings)
* Cannot be repositioned by Hand of the King
* Lord Commander can't use his ability against you
* Players will think twice before attacking you because of the punishment for Master of the law if battle is lost
* Soft alliance between king and master of laws (MoL) because the MoL is interested in king winning battles to get bribing power tokens, therefore the MoL maybe will try to support the King in battle if he is able.
