Many KM reports are just accidents because of course nobody is perfect and mistakes happen but this reason is not an excuse especially if it is an obvious mistake.
The complex situations have more leeway and we encourage players that when you see the complexity of a possible KM report..please do what you can to use diplomacy to try to prevent the win from happening with your fellow players.
If this effort is put forth but it fails, then it will have a better chance to not be penalized, because at least everyone tried. Of course there are times, where someone might be at fault (or even multiple people) because every situation is different, and the interpretation of these situations is where the discrepancy lies.
