What is the policy on pbem games where there has not been a move in weeks.

Games are automatically aborted if no moves are made in 30 days.  The way I speed things up is if a player hasn't moved for a while, I vote to kick him (which usually sends them an email saying they're in danger of getting kicked).  Perhaps it's a bit dirty on my part, but it wouldn't happen if they played as they're supposed to

You are right about the first part but imo its a bit rude to threaten people with a kick, kicks are sensitive these days.
Besides that you wont get a notification if you only receive pm's or actual emails in your inbox so if you marked that as unwanted you get suprised by it, it still is a PBEM wich has no time limit.
If you want to increase your chances of a fast game check players's play speed or else be patient pls.
