I've noticed in a couple 4p games that Tyrell is present in the game but is not playable. This creates a situation where, contrary to the rules, Tyrell and Martell's territory is defended by neutral tokens and available for capture.

Since it's happened in multiple games, I'm assuming it's not a bug. Why are these rules changed from the official setup for the online version of the game?

its one of many options you can choose from.  Its also possible to have a 4-player-game with Stark, Lannister, Tyrell, Bara and no Martellareas which i prefer pretty much.

Especially due to the fact that the official setup Stark / Bara / Grey / Lanni is extremely unbalanced. With Tyrell instead of GJ, and especially with 1st ed map + strengthened Oldtown, you arrive at acceptable win rates for all houses.
