Open the game log and look at the right hand side.

If you see

2nd Edition Wildling Cards NO

they are disabled. YES means that they are enabled.

Edit: copied the wrong line of the game log. Now it is correct.

I trust you mean 2nd Edition Wildling Cards not 2nd Edition Westeros Cards.
