Let's say player x and player y both have 6 castles. If I could attack one of them, and take one of their castles, letting the other win the game, would choosing one count as kingmaking?

Can I offer territory in exchange for some benefit? Suppose I was fighting a vicious war with player x. Could I offer player y land in exchange for helping me fight player x?

Can I tell someone I'm going to kingmake? Say that I promise player x that I will help him win because I want to spite his competitor, player y. He attacks y, and I betray him. Is that legal? Can I say I will kingmake even if I have no intention of kingmaking?

You must prevent other players from winning, except:
a) If two players would be able to win inevitably in the current round unless you stop them (e.g. in the last round, or if both are able to take their last castle in the current round), and they cannot both be stopped from winning, you may choose to stay inactive. You cannot help one player win, but you can re-conquer the castles you lost previously, attack/support anybody to achieve a benefit, such as improving your ranking, or take revenge (2c).
b) If a third party threatens to take huge advantage of a possible win-preventing move, or if the move would be inevitably very detrimental to your standing, that win-preventing move may be foregone.
c) If you want to take revenge on another player for backstabbing or unfairly attacking you, you must declare your revenge in the chat as justification for not stopping the winning player, or supporting him in a battle in a situation under 2a).

Questions:
1. Yes it would, unless one of the exceptions above can be made.
2. In General or in a possible km scenario? First yes, Second No
3. Since we admins cannot tell if you are fooling the other person or not, I would not recommend it. Cooperating in chat and "offering" a win is against the rules
