2) Visarys does say "add the printed combat strength of". You could argue that this printed combat strength of the other (extra) card is now zero due to Balon. So while you do add it to the combat strenght, the added strength would then ben zero. That'd be quite a bit of a stretch to make. First of all, Balon says "opponent's House card", not "opponent's House cards". Second, the opponent's House card is assumed to be the played one.

Also, saying it makes Balon useless against Targ is a bit of an overstatement when Targ can only play Vis every 4th card, tops.

Meanwhile, Viserys also begs questions when it is played as the second last card. If the last card (say Drogo) is being discarded by activating Viserys' ability, what cards will Targaryen player be returning at combat clean up phase? Our ruling (which is actually raised by the Targ player) is he would be returning all other house cards except Viserys. Is this the correct ruling according in your Lordship's opinions?

I would return all cards except the last card in targaryens hand (the discarded one)

I think the gist of the issue is whether the last card leaving your hand or the last card that enters into the discard pile would remain in the discard pile. If the latter is correct, then what is the timing Viserys enters into the discard pile wrt the card discarded by his ability.

That one instance is horribly unclear. Both staying in the discard pile is another possibility. Viserys being the one not picked up again is definitely more of a restriction on Targ (hurts them because it makes playing Vis-Drogo mean Drogo needs to be played next cycle).

Also, we reached a sort of consensus on discord that the Deck IV card "Playing with Fire" the non-Targ player chosen to put a new unit on the previously unoccupied territory picks that unit from their stores of undeployed units, not from their pieces on the board. It was unclear at first, though. It also begs the question whether Targ can still choose a house that happens to have all their land units deployed.
