In a 3p, can 2 players coordinate interests in the first turns for mutual benefits, mainly against the third player?

No. No alliance is allowed in 3p. And No whispers.
The only case 2 players are allowed to coordinate is to prevent a 7 win.

Just for the record: there is no rule against whispers in 3p.

But - as Necrarch said - all alliances in 3p are prohibited. Even if they are of limited duration and no KM occurs.

What if the whisper's purpose is to offer attacks in order to reset both players' hands? I'm just trying to figure out if I've been wronged in a game by the other two players.

To me that sounds like a coordinated alliance between the two of them against you, so unless they were actively trying to stop you from a 7-castle win...

I'd file a report anyway, we can look through everything then

I agree with Ser Oberyn, it really sounds like something like an alliance. To make sure I would need to look at the actual whispers and game actions. So, a report sounds like the best solution here.
