In a 3p, can 2 players coordinate interests in the first turns for mutual benefits, mainly against the third player?

The only case 2 players are allowed to coordinate is to prevent a 7 win.

But - as Necrarch said - all alliances in 3p are prohibited. Even if they are of limited duration and no KM occurs.

What if the whisper's purpose is to offer attacks in order to reset both players' hands? I'm just trying to figure out if I've been wronged in a game by the other two players.

I agree with Ser Oberyn, it really sounds like something like an alliance. To make sure I would need to look at the actual whispers and game actions. So, a report sounds like the best solution here.
