But I think Strength, Swords and Towers are derived from the way a character commands troops in a battle. That is also the reason why Jamie Lannister is Strength 2 and Robb Stark is Strength 3. On a 1-on-1 fight Jamie surely would prevail, but Robb is a more cunning battle commander.

Mace Tyrell is the best example. He would not be able to defeat Jaime as commander OR as fighter. But he is the highest "ranking" Tyrell.

Or take Brienne. She has strength 2 which would mean that she has the same skill as commander like Randyll Tarly. A man who EVERYONE would want in their army.

Let us not forget that the strengths of housecards have to be balanced for all participating houses. So it is necessary that housecard strength is not always perfectly fitting to the story.

Nonetheless, I think “value as battle commander“ in the story and housecard strength have a good correlation. At least if we do not only count strategy, but also how good a commander can motivate his or her troops, either by having high political rank (mace, renly) or by being a personality to fight for (margaery, renly) or to fear (melisandre).
