There is still a garrison present. Moving units into Riverrun will still trigger a battle.

Should the fortification be removed as there are no units remaining? Or does the garrison count as a unit for the purpose of the fortification?

Hm. The rules for Garrisons very clearly state that under no circumstance is a garrison considered a unit. I would think that the fortification would then be removed, as the last friendly units have either "marched out or retreated."

Agree with that. Sorry was my mistake.
