Due to the new offical FAQ the Winter is coming event is handled at once.

7 Thrones of Blades* (Iron Throne holder chooses Mustering or Supply or Nothing happens) --> Wildling strength increases to 15
2 Game of Thrones (gain power tokens)
11 Winter is coming --> Reshuffle & redraw --> 8 Sea of Storms* (no raid orders) --> Wildling strength increases to 18 --> Attack

So we have the following sequence.

1. Wilding attack with strength 18.
2. Thrones of Blades
3. Game of Thrones
