Each player can gain a dragon under certain circumstances. Or even 3 (that's the limit). Next to the map there are dragon units of all the colors. However, these are very rare cases to get them:
1) Dragons can be mustered when the player has the highest position on all 3 influence tracks.
2) Sharra Arryn [4]
3) Wild dragon (event from crisis cards).

yeah, thanks for clarifying. that "if available" made me think that it was not possible for Sharra to recruit unless it has already at least 1 dragon on the board. don't know why I read it that way...

Yep. Available units are the ones that are not present on the board. Just waiting to be recruited.
